General
CHCA provides four main service pillars: Home Care (personal care, respite, companion care), IDD Services (community supports for individuals with intellectual and developmental disabilities), Behavioral Health (outpatient therapy, substance use services, community support), and Residential (group homes/supported living). We serve Columbus, Robeson, Bladen, and Scotland Counties in NC.

Carolinas Home Care Agency was founded in 1994. With over 30 years of service, we are one of the most established home care and behavioral health providers in southeastern North Carolina.
Yes. Carolinas Home Care Agency is CARF accredited — CARF International is an independent, nonprofit accreditor that certifies organizations meeting rigorous quality and safety standards in health and human services. We are also licensed by the NC Division of Health Benefits and the Division of Mental Health.

Home Care
IHCA (In-Home Care for Adults) and IHCC (In-Home Care for Children) are NC Medicaid-funded programs providing hands-on assistance with activities of daily living — bathing, dressing, eating, toileting, and mobility. Services are delivered in the client's own home by a trained, certified aide.
Eligibility depends on the specific service. Generally, clients must: be enrolled in NC Medicaid; have a documented disability or medical condition requiring assistance with daily activities; reside in our service area (Columbus, Robeson, Bladen, or Scotland County); and have physician documentation of medical necessity. Respite care provides temporary relief for family caregivers who care for a loved one with a disability. It can be provided in-home or at a Medicaid-approved facility. Eligible clients may receive up to 576 hours of respite care per plan year through the NC Innovations Waiver or Medicaid standard plan.
We do our best to match caregivers to client preferences and needs. While we cannot guarantee a specific aide, we take into account availability, skills, and client preferences during our matching process. If a match isn't working well, contact us — we'll find a better fit.
IDD Services
The NC Innovations Waiver is a Medicaid Home and Community-Based Services (HCBS) waiver that funds supports for individuals with intellectual and developmental disabilities. It allows eligible individuals to receive services in community settings rather than institutions. CHCA is an approved Innovations Waiver provider.
Individuals with a documented intellectual or developmental disability (IDD) — including autism spectrum disorder, intellectual disability, cerebral palsy, Down syndrome, and related conditions — who are NC Medicaid-enrolled and reside in our service area. Innovations Waiver slots are available through the county LME/MCO.
Contact your county's Local Management Entity / Managed Care Organization (LME/MCO) to apply for an Innovations Waiver slot. Once approved, contact CHCA and we will help develop your service plan and begin supports. We can also help you navigate the application process — call us at (910) 642-3700.
Behavioral Health
Our behavioral health services include outpatient individual and group therapy, substance use counseling and treatment, Community Support Team (CST) services for adults with serious mental illness, child and family therapy, and after-hours crisis support through our 24/7 crisis line at (800) 642-8288.

Residential
A CRF is a licensed group home providing 24-hour supervised residential support for adults with intellectual, developmental, or physical disabilities. Residents live in a home-like setting in the community with staff support for daily living activities, medication management, transportation, and community participation.
Placements are coordinated through referrals from county DSS offices, LME/MCOs, hospitals, and families. Contact us at (910) 642-3700 or submit our contact form to begin the intake process. We will assess availability and fit, complete an intake evaluation, and work with your care team on placement.
Insurance & Payment
Yes. NC Medicaid is the primary payment source for most of our services, including personal care, IDD supports, behavioral health, and residential care. We also accept the NC Innovations Waiver, NC Health Choice, and IPRS/Indigent Care.
